What about the Asteroid Belt?

Its rather far, beyond Mars, and with so many NEOs around, the long trip isn't needed. Unlike this picture from Fortune Magazine, the Belt itself is not dense at all.

No dodging asteroids like in Star Wars. However, it is a great place for mineral exploitation.

Many NEOs started in the Asteroid Belt and left it. Flying to such NEOs would take less energy than an Earth-Moon mission.
